Patrick Brouard lives in the Houston area and has over 34 years of cross-functional managerial experience in delivering multi-billion-dollar Rail New Start Capital Projects, Federal Grant Program Management, Rail Design & Systems Engineering, Systems Integration, Rail Vehicle Commissioning, Safety & Security Management, Operations and Maintenance Management, among other disciplines.

Patrick is the Atkins South Regional Area Manager and is responsible for Rail & Transit business pursuits and staffing clients with the appropriate personnel to perform the required client scope. Patrick manages multi-million-dollar contracts, such as general engineering, general environmental and planning, and program management services to all transit agency clients. Patrick is the direct principal for client contact and concerns throughout Texas and the South Florida Rail & Transit market and has Profit & Loss responsibilities for the Texas and the South Florida Rail & Transit market.

Patrick was an employee of the Metropolitan Transit Authority of Harris County (METRO) for nearly 10 years. In his last role as the Director of Rail Start Up, Systems & Program Integration, he was responsible for configuration management, system design, testing and commissioning of the 15.3-mile rail extension and the $660 million dollar systems budget.
